*** Enter a match and get 20 kills with a bladed character (Sword or Katana worked, but Biograft was uncertain). It has to be kills, assists do not count. It does not need to be your first match, as long as you do it without ever leaving the game.
*** Return to Crossroads and find a knife. It teleports every 5 minutes and can spawn “practically anywhere.” LegosOfHyrule said to just check around rooftops and rooms until you find it.
*** Talk to Darkheart. He should have unique dialogue.
*** Return to the apartment room with the murder scene, and type “Sweet Dreams Are Made Of Screams” (without the quotation marks) in chat. Supposedly, doing this will unlock Jeff the Killer as a Phighter under the “SPECIAL” category.
*** Leaving the game at any point during this process will reset it.

** Due to the difficult step of getting a 20 kill game with Katana or Sword, and the random needle-in-a-haystack style search for Jeff’s knife in Crossroads, it is nearly impossible to conclusively verify. However, it is possible that this is by design. The video shows some evidence of being faked, and suspiciously, noone who claims to have unlocked Jeff can showcase any gameplay or his moveset. aidn/7gb0 has only said that “the Jeff video was very well-made,” also gently implying it’s faked.
