General additions and changes:
- Added a new Settings NPC in the PHIGHT! Lobby and Crossroads.
- Removed the team color choosing platform in the PHIGHT! Lobby.
- Updated Scythe and Sunburst Sword's skintones.
- Updated all particle effects. All effects now use particles rather than parts for optimization purposes.
- Adjusted the charging particles for Charged Blast.
